Online Curriculum Publishing

My school district is in the midst of curriculum writing- creating course guides and teacher resources for reading and language arts. Rather than publish this "resource binder," we are looking to house it online in our ANGEL system. Any suggestions for publishing this resource so that it resembles a binder with tabs for each section?

With your passion for Technology, I recommend you take a look at Wiziq's virtual classroom and authorstream's power point presentation platform. Both are web based platforms, have a bunch of features and free basic service.
