Audit, status and direction for a division's technology and a director of technology.

I am beginning my job as superintendent in a rural county this morning and I would like any informatioin that you can give related to a good system to use in order to pinpoint what the status of the technology is in our division. I would also appreciate any information you could give about the development of a technology plan. Finally, we have a vacancy for a director of administrative technology. Any advise for reshaping the job responsibilities and descriptions? Thanks!
