Would something like what you see at http://www.idiagram.com/CP/cpprocess.html be what you are talking about? Mouse over different portions and you will see the map change. The tool that he uses is FLASH.

Looking for a way to make a concept map with layers

I am looking for some ideas...I want to make up Learning Progression maps for each of the benchmarks for my state standards for planning purposes, working on adding in more formative assessments and utilizing more of the resources I have available by having one working document per benchmark.
