I am not familiar with ClassMarker or TCExam. I know Moodle though and it should be useful for what you describe. You can use it 'out of the box' and do what you are aiming for as well as play around with the CSS or create a SCORM package…

Looking for testing software

As a freelance graphic designer, I've been contracted by a non-profit tutoring company to design a state-wide testing website for K–12 public school students. The company wishes to start with Language Arts and Mathematics, then expand to other areas such as the Sciences and History, for starters.
