Good luck with the Ning! We had really good luck with teachers collaborating using a social bookmarking site - ikeepbookmarks.com/usd231 but the site became so slow that it's impossible to wait on and many have given up. I'm hoping the Ning might be a more robust way for resources to be shared across the grade levels. Hope it works for you as well!

With your work as an Instructional Technology Coach, I recommend you take a look at Wiziq's virtual classroom and authorstream's power point presentation platform. Both are web based platforms, have a bunch of features and free basic service.
