What Can We Do to Promote More Teacher Learning?

How can we operationalize the concept of teachers as learners? I mean, what can we do to make sure that all teachers at our schools are constantly learning and trying to acquire pedagogical skills, knowledge of best practices, or better understanding of their content areas? Most of you probably know a few teachers that have cashed it in and are not striving to become better educators. What can we do to fix that so when we say that our school is trying to create life long learners, we mean for everyone, not just the students?
