virtual tour app?

Greetings - first post...

My web design class is working on a campus virtual tour site. They want to include 360 degree vr views in the style of Quicktime VR.

Have you had any luck creating these VR views? What app did you use?

Our requirements are:
-runs on XP (sorry Mr. Jobs)
-reasonably priced or even free
-I don't care if it generates a .mov or Flash file. We can work with.
