Looking for Web 2.0 app for student video portfolios

A teacher wants her students to create senior dance portfolios that incorporate written reflection and video examples. She has been using Video Paper Builder for the past couple of years. However, VPB is not supported and is very clunky. The teacher liked VPB because it published HTML pages with hyperlinks to exact timecode in linked Quicktime files. Meaning that a student uploads a reflection and can link to the exact spot in a video that demonstrates a skill. Are there any Web 2.0 apps that have this feature? So far VPB has frustrated the students and I want a easy to use app that satisfied the teacher and students needs. Thanks!
