How to promote and model digital citizenship and responsibility

Information communication technology(ICT) has not widely been accepted and teachers only show superficial interest. Providing ICT equipment to school or teachers can not necessarily make a difference. 

• What are the barriers that are preventing institutions from fully embedding ICT in routine teaching and learning?
• Is increased practice a key factor of how ICT can help to improve learning? 
• Are high investments and a strong will is needed to foster ICT induction?
