Barriers that prevent some institutions in being able to embed ICT fully

Dear all,

I am an early year teacher. My school has taken the initiative of ICT this year. I know that the act of integrating ICT into teaching and learning is a complex process and one that may encounter a number of difficulties. I feel these difficulties are the barriers which are preventing institutions from embedding ICT fully. My concern is how to overcome these barrier.
