Advice Needed. Setting up elearning/eteaching on a network

I really need some ideas!

We have a community with lots of teachers from all over the world. Lots of content ready to be used/taught. However, I've have yet arrived at a solution on how to set up elearning/eteaching. Meaning, teachers connecting with students and using our eteaching tools (conference rooms, flash video rooms)

We have a great new Scribblar room. I highly recommend the product and you should look into it for your students/organization. Also, a conference room with browser and a flash chat / video suite where you can make your own rooms.

However, what can I do to set it up and get people connecting to meet in these areas and use them? I thought of using a Ning group but they seem to just dry up and don't have enough communicability with the main group. Any other options to get people together using these great tools?
