Is anyone aware of an open source document management program that uses tags. I am in the process of trying to go paperless?

I think all the "big players" do. Your question is a bit vague.

Check out OpenKM, Alfresco, KnowledgeTree. They all use some form of tags, that's for sure.
manyone.net is a free, professional level content management platform. It is unlike anything else because of its over-arching directory (table of contents) structure.

Some portals have hundreds of topics and thousands of documents like this.

Here's how one teacher uses it to store everything that was on her laptop.
