Our teachers are wanting to use Google Forms to create online tests and use Flubaroo for grading and analysis. Our concern is that by posting a link so students can access that test also makes it possible for students who have the same class later in the day to also see the test questions. Is there a way to make the test private for only those who are taking the test?  Any suggestions?  Thanks.

Post it on a private wikispace for each class and don't give them the password till they are at the computer.  Then remove it.
