I teach a graded 3 - 4 looping class in southern Maine and am looking for Skype partners. Right now we are studying Earth's movements, Maine studies, similes and metaphores, larger number addition and subtraction and are reading non-fiction texts. Maine has a special arrangement with ePals, so in the state, the subdomain for all Maine student email addresses is @maine.epals.com. (You can ask Jeff Mao at the dept. of ed. about that. Actually, Bette Manchester set it up before she left her position at the dept. of ed.)
Or you can "join" and sign up your own class at www.epals.com. After you "join" you can request free SchoolMail accounts for your students to have monitored email.
If you wanted to collaborate outside the English-speaking world, ePals has translation to 35 languages and has members in 200 countries.

It's free to be a member of the ePals Global Community, and free to use SchoolMail. Both have TRUSTe certification, one of the issues for district IT security folks. (Student data privacy and safety are issues addressed by TRUSTe certification, so look to see whether websites have it.)
