we have just started Skyping with a school in China, my students study Chinese in Sydney, Australia. Its working well so far, but the line drops out occasionally. Here's my Skype project page if you want to have a look at the Youtube clip, I'll add the youtube link as well in case it doesn't work.

We've established a link and have visited their school as well. I'd suggest contacting your nearest Chinese embassy or consulate or google schools in areas you prefer in China and make initial contact that way. They are keen for any contact with English speaking schools, fortunately, we teach Chinese here so the two way communication, in Chinese and English, is beneficial for both. Hope that helps.
