I am seeking the best option for a web based LMS. What I would like to do is develop off site first then upload it to the site where I will be teaching the course. 

I was just given an ok by the IT guys on my server should I find an application I wish to use that is web-based, they will walk me through on how to install. So, with that being said, I have backup help.

My question now is finding something that will be the most beneficial for building virtual classrooms with rubrics and the ability to have quizzes included.

I look forward to seeing opinions on this matter. Thank you in advance.
